There is less oxygen at altitude, which requires less octane in the fuel to get the proper mixture. That's why you see 85 octane unleaded in the mountains and nowhere else.

From my experience the prices are still higher than 87 octane in the flatlands, though.

You are not allowed to pump you own gas in NJ. Oregon allowed it a few years ago and people freaked out.
